It declares that the national <br />goals are to eliminate discharge of pollutants into navigable waters by <br />1985, with an interim goal of attaining by July 1983 water quality which <br />provides for the protection and propagation of fish, shellfish, and wild- <br />life, and for recreation in and on the Nation's waters. <br /> <br />The Act authorizes the EPA (Environmental Protection Agency) to provide <br />grants for research or demonstration projects and construction of treatment <br />works to Federal agencies, States, or private organizations. It also <br />authorizes the EPA to publish and revise, from time to time, water quality <br />criteri a and to revi se standards to include intrastate as well as inter- <br />state streams. Primary implementation responsibilities are largely dele- <br />gated to the States. <br /> <br />In response to the Federal Water Pollution Control Act (Public Law 92-500), <br />as amended, the Colorado River Basin States adopted salinity control stand- <br />ards, including numeric criteria [described in terms of milligrams per <br />liter (mg/L) of local dissolved solids (TDS)J for the Colorado River and a <br />plan of implementation. These standards criteria, shown in table 3 for <br />three stations on the lower mainstem of the Colorado River, have been <br />approved by the EPA. <br /> <br />* Numbers in brackets indicate references at the end of this report. <br /> <br />8 <br />
