Larger dams would need to be con- <br />structed on the main channel of some of the creeks. such as the Bijou. <br />In addition to providing flood control, these dams would hold the <br />water so t~at it could seep into the underground water stream and help <br />maintain ground water for irrigation purposes. <br />Large dams such as those at Chatfield and Mt. Carbon will also help <br />with flood control for the entire South Platte valley. <br /> <br />3. Water Diversion <br />The third part of the total river plan calls for the diversion of <br />water stored in Chatfield Reservoir to the headwaters of the Box Elder, <br />Kiowa. Bijou, and possibly the Badger and Beaver basins. The water would <br />b~ channeled through either the Highline or Henry-Lynn ditches which <br />would need to be restored and extended. The purpose of this diversion <br />would be to provide a more reliable source of water for recharging under- <br />ground storage in these basins. This would help to meet the irrigation <br />needs of the Central Colorado Water Conservancy District. <br /> <br />S., mmarv <br />This overall plan is a superior alternative to the proposed Narrows <br />project. for the following reasons: <br />(1) It more adequately fulfills the policy intent of the Water Right and <br />Determination Act of 1969 to integrate the appropriation, use, and <br />administration of underground water with the use of qurfaoe water in <br />such a way as to maximize the beneficial u, e of all the waters of the <br />s ta te. (Draft. EIS, p. III- 23) <br />(2) It proviqes the type of flood control protection neLded for the South <br />Platte River Basin. The Narrows, with control of the Bijou omitted, <br />would have had little impact on the disastrous floQds that have <br />occured. <br />
