'U .: <br /> <br />the benefits attributable to irrigation exceeded water delivery charges, <br /> <br /> <br />arable parcels were classified as PIA on a preliminary basis. These <br /> <br /> <br />parcels were then subjected to further (Level B) economic analyses, as <br /> <br /> <br />described in a separate series of reports prepared by Western Research <br /> <br /> <br />Corporation. In cases where water delivery costs were in excess of <br /> <br /> <br />benefits, the arable parcels in question were dropped from further <br /> <br /> <br />consideration in the PIA analysis. <br /> <br /> <br />This report describes the methodology and results of the crop budget <br /> <br /> <br />analyses undertaken to estimate the economic benefits of bringing arable <br /> <br /> <br />land parcels under irrigation on the two reservations. Engineering cost <br /> <br /> <br />studies for water delivery systems were performed by Boyle Engineering <br /> <br /> <br />Corporation and are described in a separate report. The remaining sections <br /> <br /> <br />of this report describe, respectively, the general economic methods <br /> <br /> <br />employed in the benefit-cost analysis, the current agricultural setting for <br /> <br /> <br />the study, the methods and assumptions employed in the crop budget <br /> <br /> <br />analyses, and the study results. <br /> <br />3 <br /> <br />i:._" <br />
