( ':t <br /> <br />Agricultural production associated with the NIIP is managed by the <br />Navajo Agricultural Products Industry (NAPI). NAPI was established by the <br />Navajo Tribal Council in May, 1967, to manage agribusiness concerns <br />associated with the NIIP. NAPI is a tribal organization, not a <br />corporation, and any equity developed through the business remains with the <br />tribe. NAPI was envisioned as a vertically integrated agribusiness concern <br />that would develop value-added processing facilities in addition to <br />managing the NIIP for crop production. As of 1982, associated agricultural <br />enterprises included fertilizer liquification, feeds and feed production, <br />meat packing, by-product processing, bean and potato processing, and <br />marketing activities for all agribusiness products. <br />Since its inception, NAPI has incurred substantial financial losses. <br />Total operating losses in 1979 were 3.7 million dollars on production <br />acreage of approximately 30,000 acres. The operation loss on a per-acre <br />basis was approximately $123.00. Losses increased substantially between <br />1979 and 1982, although some of the increased losses were attributable to <br />subsidiary businesses not directly related to crop production. <br />The purpose of the Working Subgroup report was to estimate historical <br />operating losses associated directly with NAPI crop production activities, <br />and project when these losses might be reversed in the future. The results <br />of the historical analysis for the years 1979, 1980, and 1981 are given in <br />Table 3-2. The results in that table show that operating losses on crop <br />production increased from 3.7 million dollars in 1979 to 7.1 million <br />dollars in 1981. Irrigated acreage increased from 30,000 acres to 40,000 <br />acres during that same period, while average operating losses on crop <br />production increased from $123.00 to $178.00 per acre. <br /> <br />18 <br /> <br />- <br /> <br />L <br />
