If the cost of delivering water to a parcel exceeded the value of <br /> <br /> <br />agricultural returns, it was dropped from consideration as potential PIA. <br /> <br /> <br />For parcels where agricultural returns exceeded water delivery costs, a <br /> <br /> <br />Level B economic analysis was conducted to further refine the agricultural <br /> <br /> <br />return estimate.
