Rather, they insure sound management and supervision of Recovery <br />Program projects funded or conducted by Reclamation. <br /> <br />Recommendations: We recommend that Recovery Program Coordinators work closely <br />with the responsible contracting personnel in Reclamation as new contracts or <br />agreements are developed. This will eOSUfe that contracts and agreements are <br />consistent with Recovery Program needs and expectations. <br /> <br />3 SERVICE PROGRAM MANAGEMENT <br /> <br />This ongoing activity ensures timely and effective planning, implementation, <br />coordination, and administrative support of the Recovery Program by: I) coordinating <br />and implementing recovery activities; 2) conducting Program planning and evaluation; <br />3) managing the Recovery Program annual budget; 4) providing staff assistance to <br />Program committees; and 5) directing and coordinating Service Recovery Program <br />activities. In FY 95, the Program Director's offiee continued to implement the <br />Program's new staffing plan and hired an additional coordinator for instream flow and <br />nonnative fish activities. <br /> <br />Recommendations: Conduct follow-up team building activities among key Program <br />participants at least every othef year. Increase newly proposed project review and <br />streamline submittal and review of proposals for ongoing projects. <br /> <br />4A&B <br /> <br />COLORADO PROGRAM MANAGEMENT <br /> <br />A: (CWCB) In-kind services provided by Colorado Water Conservation Board <br />(CWCB) staff from October I, 1994 to September 30, 1995 for the specific RIPRAP <br />activities listed abovc in the title focused on: review and commenting on U.S. Fish and <br />Wildlife Service flow recommendations fOf the Yampa River and 15 Mile Reach of the <br />Colorado River, preparation and participation in numerous meetings with Service and <br />Colorado Division of Wildlife (CD OW), Attorney Genefal's Office (AGO), and <br />StatelDivision Engineer (SEO) staffs, as well as Board Workshops, Special Board <br />Meetings, Public Meetings and regular Board Meetings. CWCB staff also participated <br />in Water Acquisition Committee activities and occasional participation in Biology <br />Committee meetings; review of reports, proposals, and RIPRAP revisions; presentation <br />of Recovery Program issues before the Board; and work on the Colorado River <br />Decision Support System. <br /> <br />Recommendations: Continue tasks and activities described above where applicable, <br />and continue cooperation with other Recovery Program participants in meeting <br />RIPRAP schedules and products as identified. Any unfofseen problems or scheduling <br />changes will be discussed with the Recovery Program' Management Committee and/or <br />Program Director. <br /> <br />B: (CDOW) The goal of this project is to maintain the administration and coordination <br />necessary for the Colorado Division of Wildlife as a participant in the Recovery <br /> <br />A-33 <br />
