Penfold, western representative of the Izaak Walton <br />League of America and an individual active in opposition to Echo <br />Park and Split Mountain, detailed a five-point plan emphasizing <br />the replacement of Echo Park by Cross Mountain and. the greater ad- <br />vantages of a Cross Mountain Reservoir. Penfold concluded his plan <br />by stating "In my opinion substituting Cross Mountain for Echo Park <br />would be a very wise move, and it would be one that would secure <br />tremendous support allover the country." (70) <br /> <br />Summarizing these many alternate thrusts towards storage in <br />Northwest Colorado, the Craig (Colorado) Empire Courier noted in a <br />January 13, 1954 front page article that "conservation groups all <br />over America are uniting in an effort to substitute the Cross Moun- <br />tain Dam site for Echo Park in the initial phase of the construction <br />program" of the Colorado River Basin. (71) <br /> <br />The push for an alternate to Echo Park and Split Mountain was <br />very much alive in the mind of at least one of the Echo Park project <br />opponents some 25 years after the battle. Interviewed at her ranch, <br />north of ~raig, on April 7, 1981, Mrs. Louise Miller was asked if <br />tacit approval was given to replacement type reservoirs. <br /> <br />She stated: "What you mean is those of us who were fighting the <br />dams within the Monument were willing to accept the other dams....I <br />would say that all...Wilderness Society and Sierra Club, Izaak <br />Walton League... they were all agreeable to that...Penfold was out <br />here and looked at the Juniper site particularly...andhe thought <br />that would be a perfectly good reservoir site...anyway, everybody <br />was in favor of that, I mean that was the exchange, keep it out of <br />the Monument proper and use these other sites and Cross Mountain and <br />Juniper were part of the other sites...I think all of us bought that <br />study by Grant and that was his idea and we all pushed it...I'm <br />not saying they (Juniper-Cross) should be built...but I do think <br />that the environmental groups should keep their mouths shut because <br />we won on the Echo park, this was part of the deal, all right now be <br />quiet about it."
