.- "~

. .

3/28/95 Bureau of Reclamation

PUBLIC INVOLVEMENT

WHAT IS PUBUC INVOLVEMENT? It is simply talking and
listening to people

. As.a public agency, Reclamation believes that people
need to know about agency activities and that the public
should have their ideas heard and considered when making
policies and decisions.

. Reclamation will encourage this exchange by creating an
open and fair process which the public can use to voice
their opinions and values regarding a proposed agency
action, policy, or program.

. Public involvement is a process enabling people to
participate in the investigation, development of
alternatives, and decision-making around a specific issue.

WHAT IS THE OBJECTIVE? To find the best solution people will
support

. People have differing viewpoints which create conflict
when they are competing for limited resources.

. Public involvement enables people with differing values'
to talk and work together to make the tradeoffs needed to
achieve implementable solutions to serious, complex
problems.

. Reclamation can then implement an action with broad-
based commitment and support of its constituents.

HOW DO WE DO PUBUC INVOLVEMENT? By using a variety of
communication tools

. Your active participation is the most important
component of successful public involvement.

. We use workshops, open-houses, one-on-one meetings,
newsletters, telephone information lines, and other means of
giving and receiving facts, opinions and ideas.

. For major projects, a formal Public Involvement Plan
serves as a written, but dynamic, guide for systematic
sOlution-building.
