<br />, <br /> <br />('\J <br />l() <br />00 <br />.....; <br /> <br />For reasons already expressed, the staff of the Board <br />cannot concur with the recommendation for the acquisition of the <br />Oak Ridge area. We would recommend, however, that the local people <br />give consideration to long-term leases of the Oak Ridge area to <br />the Colorado Division of Game, Fish and Parks for game management <br />purposes; provided that the lessors could continue to use the lands <br />for livestock operations at their option. Such an arrangement could <br />be properly included as a feature of the Yellow Jacket Project as <br />game enhancement, rather than game loss mitigation. Under such an <br />arrangement the cost of the leasing would be shared equally by the <br />federal and state governments. <br /> <br />It is therefore recommended that the proposed feasibility <br />report on the Yellow Jacket Project be approved with the following <br />recommendations and exceptions: <br /> <br />1. That the project be developed in two phases, the <br />first phase being limited to irrigation requirements, unless <br />the municipal and industrial requirements set forth in the <br />report are subscribed to prior to the time that construction <br />is started. <br /> <br />2. That the recommendation concerning the acquisition <br />of the Oak Ridge area as mitigation of big game damages be <br />disapproved.
