<br />.,. <br /> <br />It might well be asked as to the difference between the Council as provided under <br />Title I and the Inter-Agency Committees on Water Resources under which our present <br />Inter-Agency Committees are operating. The Council would be a cabinet-level Council <br />rafher than at the Assistant Secretarial level. The Act wou Id provide a staff for the Cou nci I <br />and which would take the responsibility for the development of evaluation standards out of <br />the Bureau of the Budget and put this into the Council. However, although the resDonsi- <br />bilityfor the development of evaluated standards wou Id be with the Cou neil, the standards <br />would nave to have the approval of the President before they are promUlgated so the Bureau <br />of the Budget would still no doubt be in the picture. <br /> <br />. <br />. <br /> <br />. <br /> <br />Title II provides that the President would be authorized to create River Basin Commis- <br />sions for any region, for any major river basin, or for any group of related river basins in <br />the United States, upon the request of one or more Governors of the affected States, or by <br />the Water Resources Council which is created by the bill. At the joint hearing on S. 2246, <br />S. 1629, and S. 1778, this particular feature of the bill was criticized bv manv of the non- <br />government witnesses. The question of a Commission being set up at the request Of one <br />Governor or by the Council itself, or whether it should be unanimous and, if so, whether <br />one Governor wou Id have the power to block the formation of a commission, seems to be a <br />disturbing one. It would appear, that at the very least, the language should be amended to <br />read "upon the request of a majority of the Governors of the affected States". I should <br />think that some other mechanism, Which would require a proposal to be endorsed by the <br />States, might be devised to initiate tne Presidents' actions. Consideration might well be <br />given to having Congressional approval before such a commission could be set up. <br /> <br />The River Basin Commission would serve as the principal agency for the co-ordin- <br />ation of Federal, State, and local plans for the development of water and related land <br />resources in a region, river basin, or groups of river basins. The Commission would <br />prepare and keep up to date the comprehensive, integrated, joint Federal, State, and local <br />plans for water and related land resources. It would be a continuous organization until <br />terminated by the President. It would recommend long range schedules of priority for the <br />collection and analysis of basic data and for investigation and planning. <br /> <br />The Commission clearly would be a planning body. No power would be conferred upon <br />these river basin commissions beyond the planning function and the co-ordination of <br />planning. <br /> <br />'. <br /> <br />The President would appoint all of the members of the Commissions. He would appoint <br />a chairman and one member from each of the Federal agencies concerned with the problem <br />of such planninq. I n addition. he would appoint one or more members from each state <br />that lies Wholly or partly in the river basin on the nomination of the Governor or <br />Governors of those States. The bill provides that should a Governor fail to make suen <br />nomination within sixty days after a request by the President, the President can on his own <br /> <br />- 11 - <br />
