Proposed plan <br /> <br />Reclamation proposes to purchase 847 acres of the Lillpop Ranch in fee simple, <br /> <br />including appurtenant water and mineral rights. These lands and rights would be <br /> <br />transferred to the jurisdiction of the U.S. Fish and Wildlife Service (FWS) for <br /> <br />~ <br />adding to the Refuge. The land transfer would be in lieu of the planned arte- l <br /> <br />sian well and water right transfer from the Emperious property to the Refuge.___\ <br /> <br />Figure II-l shows the location of the proposed lands to be acquired in <br /> <br /> <br />sections 18 and, 19. This plan also satisfies Refuge objectives for waterfowl <br /> <br />management, endangered species, wildlife use, and national habitat protection. <br /> <br />The lands would be managed as part of the Refuge. Wet meadows would be irri- <br /> <br />gated, but no cropland would be developed. The existing cottonwood-willow <br /> <br />riparian habitat would remain in its present state. No roads, buildings, or <br /> <br />other facilities exist, and none would be required at this time. Annual main- <br /> <br />tenance of the Lillpop Ranch and appurtenant structures would become the total <br /> <br />responsibility of the FWS. This would include the diversion str:ucture from the <br /> <br />Chicago Ditch on the Rio Grande and annual maintenance of 3 additional miles of <br /> <br />the ditch from the diversion point to the present Refuge boundary would be <br /> <br />assumed by the Refuge under this proposal. <br /> <br />The proposed action would be initiated in fiscal year 1985. <br /> <br />II-I <br /> <br />r"I' '-") ,1 <br />t: c.'i,'J<.J '.j; <br />
