<br /> <br /> <br />The proposed land acquisition action would partially fulfill mitigation <br /> <br /> <br />requirements related to water supplies for the Refuge as described in <br /> <br />Section I-B. <br /> <br />G. Unavoidable adverse effects <br /> <br />Adverse effects of the Closed Basin Project are addressed in FES 79-37 and <br /> <br />PES 82-44. The action of acquiring the Lillpop property and mineral rights <br /> <br />would remove additional private land from the tax roles; however, compensation <br /> <br />to the county would be provided through the Payment-in-Lieu-of-Taxes Act. <br /> <br />Since the Lillpop brothers have indicated a willingness to sell, the social <br /> <br />aspect of acquiring this land is minimal. Some adjustment in ranch operations <br /> <br />would be necessary. There would be a loss of hay production with the proposed <br /> <br />plan. The Lillpop brothers ,have expressed a desire to cut back ,on their farming <br /> <br />and ranching operation and, therefore, there may be no impact on their <br /> <br />operation. <br /> <br />An additional annual expense related to O&M of the Chicago Ditch headwork~ and <br /> <br />3 miles of additional canal maintenance would be required of the FWS.
