<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Public concerns with a 250 cfs release included water <br />quality issues; possible trout stranding; loss of trout habitat; <br />curtailed ratting; flows too low to permit agricultural, <br />municipal, and industrial water diversions; loss of revenue <br />by area businesses; and power generation problems. The <br />Test, held to evaluate these concerns, was preceded by <br />public meetings and the preparation of an Environmental <br />AssessmentlFinding of No Significant Impact to analyze <br />impacts of the Test itself. <br /> <br />The Report <br /> <br />This report is not a National Environmental Policy Act <br />(NEP A) document nor is it a technical document-it has not <br />been prepared at an EIS level of detail, nor does it represent <br />compliance with the array of laws and mandates an EIS <br />must satisfy. It is, however, a summary of preliminary data <br />that will help Reclamation and the public understand what <br />low flows in the San Juan River can mean to various <br />resources associated with the river and its uses, The <br />technical data gathered as a result of this Test are included <br />as attachments, <br /> <br />Summer Low Flow Test Report - April 2002 <br /> <br />-3- <br /> <br />00591 <br />
