<br />-12- <br /> <br />Summer Low Flow Test Report - April 2002 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Attachment B lists the sampling site locations and provides <br />a detailed description of observations and results, <br /> <br />Method <br /> <br />Samples were taken and analyzed using New Mexico State <br />standards for uses including irrigation, livestock, and <br />wildlife habitat, and warmwater, marginal coldwater, and <br />high-quality cold water fisheries, Water quality sampling <br />was conducted using standard OS and Environmental <br />Protection Agency methodologies. <br /> <br />DIVERSION STRUCTURES AND WATER RIGHTS <br /> <br />Outcome <br /> <br />At 250 cfs, existing water uses would be satisfied; however, <br />the Test indicated that at low flows inadequate diversion <br />structures could, in a few instances, make it difficult to take <br />water from the river. Impacts to San Juan River flows could <br />have been more severe than those measured; for example, <br />diversions may have been affected by sporadic localized <br />rainfall. In addition, some area farmers were not irrigating <br />because they were preparing to harvest their alfalfa. <br /> <br />The lowest flow measurement in the San Juan River was <br />63 cfs measured below the Hammond Diversion, The <br />Citizens Ditch diverted about 140 cfs, slightly less than their <br />water right of 160 cfs, but up to 100 cfs less than previously <br />measured diversions and considerably less than had been <br />anticipated. <br />
