. ~.A

no meters on the system and it is very difficult under the circumstances
to measure the water actually used. It is assumed that an average of
85 gallons per capita per day would be a fair water consumption figure.
PROBLEM
The water system of Rico is inadequate. The water intake is a
small concrete-wooden weir that needs replacement. The raw water line
between the intake and the raw water storage tank lacks sufficient
capacity, The distribution system within the town needs replacement and
there is no treatment of the water except for chlorination, which in
itself is very primitive. A major problem is that the antiquated exist~
ing system must be replaced, except for that part that was designed and
installed in 1964, The relatively heavy capital investment required for
replacement of the existing system will be beyond the bonding capacity
of the town, Therefore, outside assistance is necessary.
CURRENT STATUS
In April 1975, the town of Rico submitted an application to the
Colorado Water Conservation Board for state assistance in the construc-
tion of improvements to the existing municipal water system. Subse-
quently, the board entered into a contract with Clark-Thomas Engineering,
Inc., to prepare a feasibility report for improvements to the water system
of the town, The feasibility report has now been completed and con-
stitutes the basis for this summary.
PROPOSED PROJECT
Based on the needs of the community and the ability to pay, the
consultants recommended a new inlet structure, a treatment plant, and
improvements to the distribution system. A pre-sedimentation pond is
also recommended to take care of sediments occurring in Silver Creek

-2-

0329
