Nothing herein shall be construed as an admission bJ, any <br />signatory state that the use 01' water for irrigation causes increases <br />01' salll1ity for which the user is responsible in law. <br /> <br />ARTICLE XII <br /> <br />To administer the provisions of this Compact there shall De con- <br />stituted a Commission'composed of one representative !'rom eaoh State, <br />to be known as the Rio Grande Compact Commission. The State Engil1eer, <br />01' Colorado shall be ex-officio the Rio Grande Compact ComL~ssioner <br />for Colorado, The State Engineer 01' !Iew Mexico shall be ex-officio <br />the Rio Grande Compact Commissioner for lieu Mexico. The Rio Grande <br />Compact Commissioner for Texas shall be appointed by the Govcrnor of <br />Texas. The President of the United States shall be requested to de- <br />signate a representative of the United States to sit vrith such Corr.. <br />mission, and such representative of the United States, if so designa_ <br />ted by the President, shall act as Chairman of the COl1lIlission uithout <br />voteo <br /> <br />i <br /> <br />12 <br />
