Durango Tcnninal Resef\'olr. <br /> <br />Ridges Basin Dam would be consuucted in two increments-foundation preplltation and emb:mkmcnt <br />placement. During the first increment. the tbotpnnt of the dam would be excavated. and the neccss8lJ' <br />llroutinll of the abutments and base would occur. Based on the Service's Biological Opinion. issued after <br />an approximately 7.year research Study of endangered fish in the San Juan River, the size of the dam and <br />reservoir would be determined llIId the dam ami pumping plants could be sized accordingly. <br /> <br />In lieu of Long Hollow Tuanelaml Dry Side Canal, which would not be constructed if future ESA <br />consultations do not allow additional depletions. La Plaia Rural M&I Pipeline would be consllUcted to <br />deliver municipal watel' from Ridges Basin Reservoir to the La Plata rural area. Ridges Basin Pumping <br />PlallL would also deliver water to supply rura/subdivisions west of Durango via Shenandoah M&I <br />Pipeline. <br /> <br />When the reservoir reached approximately 16R.000 acrc.feet capacity (assuming the reservoir would be <br />built to full size), the system would be dec1nred operational. <br /> <br />M&I water could be available to the Nation. the San Juan Water Commission, and the city of Durango. <br />Water would be available to the Animas.La Plata Water Conservancy District and the Shenandoah M&I <br />and La Plata Rural M&I Pipelines following additional appropriate National Environmental Policy Act <br />(NEPA) compliance. Water for the tWO Ute Tribes would be made available in Ridges Basin Reservoir <br />or at the point of diversion on me Animas River as identified in me Settlement Agreement. Use of water <br />by the UlC Tribes would follow additional appropnale NEPA complillllce. Reclamation would participate <br />and/or assist in the subsequent NEP A c:omplillllce. as appropriate. <br /> <br />When fully operational and under full Project demmd, 80,100 acre-feet of diversion, eimer from Durango <br />Pumping Plant or directly from the Animas and San Juan RivetS. would take place. Return flows from <br />M&I use would occur in the Animas, SllII Juan, and La Plata Rivers. An average annual depletion of <br />57.100 aere.feet to me San Juan Riv~rwould occur, meeting the conditions of the RPA. <br /> <br />Phase I, Stage B <br /> <br />Under Phase I, Stage B. following future ESA consultation with the Service if necessary or required. <br />Recl=tion would develop an additional watel' supply for Projcc:t uses. A cumulative Project supply <br />would be up to 169,710 acre.fect. This slllge, the completion of Phase I. would provide Projcct water at <br />Ridges Basin Reservoir for the two Colorado Ute Tribes. imgation facilities and water to serve most oC <br />the non. Indian Project lands and some Tribal lands, and the entire M&I water supply. Completion of <br />Phase I.
