The document also is intended to provide information for <br />compliance with Project land cenificAtion requirementS, the Clean Water Act (CW A). and R.ecllllllAtion's <br />Indian Tmst Assets (IT As) policies and procedures. <br /> <br />The new or updated infonna[ion relalClto geolollY, soils, water quality, aqulItic resources, Wild and <br />Sccnic Rivers Act issues. wildlife habitat. threatened and cndangen:d species, Wetlands and riparian <br />habitat. cultural resources. recreation and tourism, socioeconomic issues, IT As, and San Juan River <br />Basin 7- Year Rcsell/'Ch Study. <br /> <br />PRESENT PROPOSED ACTION <br /> <br />In summary. thc Project (Reclamation's preferred alternativc) would store water pumped from [he <br />Animas River in Ridges Basin ReservOir llnd would store water tlivened from the La Plata and Animas <br />Rivers in Southern Utc Rescn'oir. <br /> <br />The major Project features include two off-strelllll dams and reservoirs (Ridges Basin and Southern Ute <br />Dams and Reservoirs); twO major pumping plants (Durango and Ridges Basin Pumping Plants); three <br />major water conveyance systems (DIY Side and Southern Ute Inlet Canals and Ridaes Basin Inlet <br />Conduit); and two diversion dams on the La Plata River (La Plata and Southern Ute DiverSion DllIll5). <br /> <br />The total water supply developed by the Projcct would average 191,230 aere-feet annually for <br />agricultural irrigation and municipal and industrial (M&I) uses. About 111,130 acre.foct of Project <br />water would be delivered to 17,590 acres of AmericlII1lndian (Indian) and non-Indian land currcntly <br />being irrigated and 48,310 acres of Indian and non-Intlian land not presently being irrigated. An annual <br />M&I supply of 40.000 acre-fcct would bc available to non-Indian communities in Colorado ~ New <br />Mexico. An annual supply of 40.1 00 acre-feet of M&l water would be provided to the Southern Ute <br />Indian Tribe. the Ute MOWltain Utc Tribe, and the Navajo Nation (Nation). <br /> <br />OTHER ALTERNATIVES CONSIDERED <br /> <br />In addition [0 the Proposed Plan, described above. Reclamation evaluated a No Action Altcrnative and a <br />1980 FES Plan Alternative. Under the No Ac[ion Alternative, the Project would not be constrUcted. As <br />a result, [enns of the Sealement Act would not be met, and the Ute Tribes would initiate either litigation <br />or nellO[iation with other water IIsers and the United StoICS to resolve their water claims. Tri!?al economic <br />development would be delayed. and existing non-Indian irrigallon-related uses could be scvcrely <br />cunailcd: any independent watcr development would be subjcct to Indian Wllter rights settlement. <br /> <br />Non-Indian agricultural water dc\.clopment and M&I water use would be subjcet to the individual efforts <br />of the mWlicipalities and industrlcs to acquire and develop water for their use. Thcrc could be <br />independent development of small water storage and conveyance: facilities in or adjacent to [he Project <br />area.
