An <br />Environmental Commitment Plan (ECP) applicable to each featUTC would be developed prior to <br />construction. The ECP is a docwnent used by Rcclamation to Summari7.c environmental commitments <br />for construction and operation and maintenance activitics. The mitigation measures would be <br />implcmented in one or more ofthrce ways: by Reclamation through incorporation into construction <br />conll'aC13; through separate contracts by Reclamation or other entities; or through Reclamation or other <br />agency personncl. <br /> <br />Reclamation would either acquire or monetarily compensate the Colorado Division of Wildlife for the <br />Bodo State Wildlife Area {about 7,000 acres} and would help locate a replacement lIrea. In acidition, in <br />cooperation with the appropriate resource agencies. thcie would be II bald eagle management !,:an; an elk <br />mitigation plan; bypllSS flows for wetland/riparian vegetation and the downsll'eam cc:osystem; <br />establishment of troutlisherics and angler access; nativo fish analyses, monitoring, and instream flows; <br />and other significant measures. As notcd, Reclamation is also conunitted to implementation of a RP A to <br />avoid jeopardy to the continued existence of endangered fish, as contained in the 1991 and 1996 <br />Biological Opinions. <br /> <br />PUBLIC INPUT TO THE FINAL SUPPLEMENT <br /> <br />On April 29, 1992, Recllll1lation published a Notice of Intent {NOI} to prep an: a dr8fi supplcment to the <br />1980 FES in the Federal Register. At the slll1le time, Recllll1lation mailed the NOI to interested <br />individuals, organizations, and agencies ani! asked for their c:omments on the cnviromnental issues that <br />should be addressed in the DSFES. Reclamation received approximately 100 written responses to the <br />NOr. The DSFES was prepared and filed with EPA on October 13,1992, and a Notice of Availability <br />was published in the Federal Reglsrer at the silllle time. A public review and comment pcriod was <br />conducted from October 13. 1992, to December 15, 1992. One hundred and four individuals spoke at <br />three public hcarings hcld during the comment period, and 565 commentlcUcrs also were received. <br />Recllll1lation considered the comments made on the DSFES and revised the scope of this FSFES to be <br />more responsive to the environmental issues raised by the public. <br /> <br />S-IO <br />
