These spacious meadows are not a convenience for the wildlife, <br /> <br />as they are for men; they are a necessity. Some species of wildlife <br /> <br />must have them to survive and prosper. Indeed, these outstanding <br /> <br />fish and wildlife values are still found on the Encampment because <br /> <br />it is still "wild." <br /> <br />CDNR agrees that some development is necessary. But while there <br /> <br />is an abundance of sites for the necessary recreational developments, <br /> <br />there is only one river and one Commissary Park. The site favored <br /> <br />by the CDNR is screened from the river, lies only about 200 yards <br /> <br />from the stream, and is close enough to the main road to be shunned <br /> <br />by wildlife. It is accessible by regular vehicle. The Commissary <br /> <br />Park site favored by the Forest Service is more attractive, but <br /> <br /> <br />requires a 4-wheel d~e vehicle for access, and may be subject to <br /> <br /> <br />flooding. Its use could degrade water quality downstream. From the <br /> <br />abundance of available sites, it should be possible to select one <br /> <br />which protects, rather than impairs, the values which make the <br /> <br />Encampment a worthy component of the national system. <br /> <br />Furthermore, it is illogical to designate the Commissary Park area <br /> <br />a scenic river. The park lies between the upper stretches, which are <br /> <br />jointly recommended for wild classificatio~and the Wyoming gorge, <br /> <br />. . J. <br />which the Forest Serv1ce 1ntends to manage as a w11d river area whether <br /> <br />or not it is ever officially included in the system. Thus, the Forest <br /> <br />Service proposal would separate long stretches of wild river areas <br /> <br />by a one-mile segment of scenic river area, even when all agree it <br />
