Subsequent- <br />ly, the relative impact on the environment of the various proposed plans for <br />energy-resource development will be evaluated. Emphasis in Phase I is being <br />placed on analysis of existing data in order to determine the kinds, amounts, <br />and spatial and temporal coverages of additional data needed to effectively <br />conduct the assessment phase. (Phase I I) of the project. <br /> <br />In Phase I, a prel imlnary appraisal of the proposed alternative energy- <br />development plans will be made to determine which proposed alternatives are <br />most likely to be considered or Implemented in the Yampa River basin. An <br />appraisal needs to be made of both the primary effects, such as direct poten- <br />tial water demand (both quantity and quality), and secondary effects, such as <br />the socioeconomic factors associated with each of the proposed alternative <br />plans for energy-resource development. Appraisal of the primary effects of <br />each alternative plan will be made in Phase I I. Input on the analysis of re- <br />gional socioeconomic. factors by a systems-analysis group of the U.S. Geolog- <br />ical Survey in Reston, Va., is scheduled for the Phase-I summary. <br /> <br />Physical Setting <br />(Work task I-A) <br /> <br />A basinwide overview of physical and related socioeconomic conditions of <br />the basin will be described. Much of the physical information will be drawn <br />from an earl ier inventory summary pub1 ished by the Colorado Water Conservation <br />Board and U.S. Department of Agriculture (1969). Factors to be Included In <br />this work activity Include hydrology, climate, topography and vegetation, ge- <br />ology and soils, land-use practices, surface-land ownership, mineral-rights <br />ownership, water~rights ownership, and an overview of compact requirements and <br />institutional constraints on water resource's. <br /> <br />4 <br />
