002 :{ G :':

.

.

:

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO TIlE
COLORADO RIVER BOARD OF CALIFORNIA

January 9. 2001

RECEIVED
JAW 16 lUU1

Colorado Water Conservation Br'\?''''

ADMINISTRATION

Meeting Schedule for Calendar Year 200 I

Included in the Board folder, for your information, is a copy of the Board's meeting schedule
for calendar year 200 I. This calendar reflects the change the Board made for the August meeting
at its December 2000 meeting. The new meeting date is August 22nd, and I propose we meet in the
offices of the San Diego County Water Authority.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Reoort

During November 2000, storage in the major Upper Basin reservoirs decreased by 505,000
acre-feet and storage in the Lower Basin reservoirs increased by 47,000 acre-feet. Total System
active storage as of the end of November was 49.849 million acre-feet (mat) or 84 percent of
capacity, which is 4,790 maf less than one year ago,

December releases from Hoover, Davis, and Parker Dams averaged 14,020, 11,290 and
6,640cubic feet per second (cfs), respectively. Planned releases from those three dams for the month
of January 200 I are 12,700, 11,500 and 6,800 cfs, respectively. The December releases represent
those needed to meet downstream water requirements and to conduct dredging operations above
Morelos Dam.

The Lower Division states' estimated consumptive use of Colorado River water for calendar
year 2000, as estimated by Board staff, totals 8.533 maf and is projected as follows: Arizona,
2.870 rnaf; Califomia, 5.368 maf; and Nevada, 0.295 maf. Estimated additional unmeasured return
flow credits of 0.256 mafwould reduce the total amount to 8.277 maf. For calendar year 2000, the
Central Arizona Project (CAP) diverted 1.421 maf, of which 0.315 maf is to be credited to the
Arizona Water Bank, and The Metropolitan Water District of Southern California (MWD) diverted
1.297 maf.

The preliminary estimate of 2000 end-of-year Califomia agricultural consumptive use of
Colorado River water under the first three priorities and the sixth priority of the 1931 California
Seven Party Agreement is 4.012 maf. Ibis estimate is based on the collective use through December
2000 by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (ypRD),
the Imperial Irrigation District (lID), and the Coachella Valley Water District (CVWD). Figure I,
found at the end of this report, depicts the historic projected end-of-year agricultural use for the year.
