Idaho has been compelled to move, <br /> <br />and she is moving fo[~ard in programing for her present and future <br /> <br />wat~r needs in keeping with her tradition of goed water conservation <br /> <br />practices. Our state water agency has had hurled at it during the <br /> <br />few short months of its existence many monumental water questions, and <br /> <br />it has attacked these questions in an effort to lay a proper founda- <br /> <br />tion for the adoption of criteria, procedures and plans for the <br /> <br />better enforcement of sound water conservation practices in order <br /> <br /> <br />to get the highest possible duty from our water with the least <br /> <br /> <br />possi.ble waste. Plans for inventorying OUI' vast water resources and <br /> <br /> <br />planning for our present and future needs are being formulated, and <br /> <br />Idaho is endeavoring to proceed in an orderly manner as it deals <br /> <br />with a problem, the successful resolution of which is so vital to <br /> <br />her future. We are approaching our task with diligence and vigor, <br /> <br />but we will not be stampeded, nor will we panic under pressure and <br /> <br />hastily attempt to develop all of our potential water resources <br /> <br />before there is a sound economic need for them. <br /> <br />Idaho's task in generating and implementing a sound <br /> <br />'<later d.e"~:~.~;,;,r...,,t program is of no small proportion, and we must <br /> <br />'1""~ tir.,~ to proceed thoughtfully and in an order ly manner.
