WATER QUALITY: The surface and groundwaters of the <br />region shall be protected to maintain the current uses of <br />those waters. The physical, chemical and biological <br />conditions shall be maintained for the benefit of present <br />and future generations of residents of Northwestern <br />Colorado. Polluted waters of the region shall be restored <br />as soon as is financially and technically feasible. <br /> <br />2. WATER USE AND DEVELOPMENT: The surface and <br />ground waters of the region are subject to appropriation in <br />accordance with the laws of the State of Colorado. Each use <br />of water shall maintain the quality of the water suitable <br />for all existing and designated beneficial uses. <br /> <br />3. ENCROACHMENT: The surface and groundwaters <br />region shall not be encroached upon by Ian uses <br />human activities which could cause deterioration <br />quality or impair the natural treatment processes <br />by meadows and wetlands. <br /> <br />of the <br />or other <br />of water <br />provided <br /> <br />4. PUBLIC FACILITIES AND SERVICES: The surface and <br />groundwaters of the region shall be protected by public <br />investments in roads, water supplies, sewage treatment <br />systems, and other public facilities and services which <br />would encourage land use and development activities in <br />locations where water quality impacts will be minimized. <br />Such public investment policies shall also recognize the <br />protection of floodplains, geologic hazard areas, wildlife <br />habitats, wetlands, shorelines and prime agricultural land. <br /> <br />5. VEGETATION DISTURBANCE: The surface and groundwaters <br />of the region shall be protected by maintaining permanent <br />vegetative cover and: by controlling disturbances to <br />vegetation. <br /> <br />6. SOIL DISTURBANCE AND EARTH MOVEMENT: The surface and <br />groundwaters of the region shall be protected from all land <br />use and development activities involving soil disturbance <br />and earth movement which would cause significant degradation <br />of water quality or would impair the current or designates <br />uses of the region's waters. <br /> <br />7. IMPERVIOUS COVER: The surface and groundwaters of the <br />region shall be protected from land use activities creating <br />impervious cover conditions which would cause a long-term <br />reduction of the quality and quantity of natural groundwater <br />recharge from precipitation. <br /> <br />8.
