Population Projections

I

Population projections in the Region have been revised
based on input from local agencies and are presented in
Tables 9.2 and 9.3 of Volume II. The revised
projections for peak seasonal population form the basis
for establishing wastewater treatment needs at
municipal point source discharges, also presented in
the same chapter. The methodology used to develop the
projections and differences between the projections of
the State demographer and those presented in the Plan
are described in Chapter V of Volume I.

Municipal Waste Treatment Needs

I

Revised municipal waste treatment needs are presented
in Table 9.4 of Volume II. These needs are based upon
the revised population projections and upon a survey of
municipal point source discharges. The results of the
survey, including delineation of existing plant
capacities and expected dates when wastewater treatment
plant loadings are expected to meet 80% and 95% of
design capacity is summarized in in Chapter VI of
Volume I and further supported by the results of the
survey presented in Appendix I.

Designation of Growth Centers and Service Areas

I

The 208 Plan Policy 9 recommends that new growth be in
or adjacent to existing growth centers in order to
avoid the- proliferation of small water and sewer
systems and to effectively use existing investments in
wastewater treatment facilities. Service area maps for
each of the wastewater treatment service areas are
included in Appendix I. Additional growth centers have
also been designated as new service areas since the
1985 Plan Update. This includes the addition of the
Lake Catamount area in Routt County as a growth center
and delineation of a service area for wastewater
treatment facilities.

Water Use and Development

I

Changes to Policy 2 (Water Use and Development) since
1985 include clarifications on the implementation of
the policy as well as additional supporting
documentation on the need for the policy. Changes to
the text of the policy are intended to clarify the
applicability of the policy to major water develoyme}lt
activities which have the potential to degrade wyatJer
quality regardless of the point of use (i.e. the policy
applies to both in basin and transbasin water uses).
