<br />,1'-'. <br /> <br />I,' l <br /> <br />The Dolores Star, Thursday, May 10, 1990 Page 7 <br /> <br />'--- ~,' <br /> <br />Squawfish squashes Animas LaPlata groundbreaking <br /> <br />An endangered lish is endangering the <br />Animas-laPI.ta Project near Durango. <br />A., A biological opinion by the U.S. Fish and <br />......ildlife Service says the massive water <br />storage project would endanger the rare <br />squawfish in the San Juan River. <br />The opinion delays indefinitely the <br />ground breaking for the $422 million pro- <br />ject, originally scheduled this week. U.S. <br />Rep. Ben Nighthorse Campbell, D- <br />Ignacio, said the U.S. Fish and Wildlife <br />Service wants seven more years nf <br />study. Other sources, however, said the <br />agency wants alleast six more weeks of <br />study. <br />At issue are a rare population of 40 Col- <br />orado squawfish and razor-back suckers. <br />The announcement was called. <br />"devastating" by Sam Maynes, attorney <br />for the Southwestern Water Conservation <br />. District. <br />"11 will seriously jeopardize Ihe lunding; <br />Maynes said, The project has been allo- <br />cated $13.5 million in start-up construc- <br />tion funds in President Bush's budget. II <br />is the only new federal water project in Ihe. <br />1991 budget. <br />The Animas-laPlata Projecl is a sister <br />of the Dolores Project, and together they <br />were designed in part to settle water righl <br />claims 01 the Southern Ute and Ute Moun- <br />tain Ute Indian tribes. <br />While Durango supporters of Ihe Ani- <br /> <br />mas-laP lata are reeling from the news, <br />Campbell is searching lor snlutions. <br />He said he believes alternatives can be <br />lound, including stocking squawfish from <br />a hatchery that is growing lhem in New <br />Mexico. <br />"I. don'l think it's insurmountable," <br />Campbell was quoted as saying in the Du- <br />rango Herald. "The Fish and Wildlife Ser- <br />vice hasn' worked hard enough to come <br />up with an ahernalive." <br />Rather lhan killing a project because nf <br />an endangered fish, Fish and Wildlile Ser- <br /> <br />:-"; ;",~ <br /> <br />,~lr. <br /> <br />r-- <br /> <br />vice can recommend changes in the plan. <br />He said Fish and Wildlife officials indi- <br />cated they could use some nf the budget- <br />ed $13,5 million for continued study of the <br />squawfish_ The opinion also covers reser- <br />voirs at Navajo, Vallecito and lemon. <br />The Animas and laPlata Rivers join the <br />San Juan River near Farmington. <br /> <br />Voters in northwest New Mexico had re- <br />cently approved a repayment contract for <br />lheir share of water from the project. The, <br />project is designed to irrigate 68,OOD <br />acreS of farmland in western laPlata <br /> <br />County and in San Juan County, N.M., <br />and for the two Indian tribes. 11 will sellle <br />, the Indian water rights and provide drink- <br />ing water for Durango, Farmington, Aztec <br />and Bloomfield, as well as the two tribes. <br />I! will include two reservoirs, three major <br />pumping plants and 157 miles of pipes <br />and canals. <br />The water rights agreement signed in <br />November of 1988 sellles Indian water <br />claims dating back to 1868. Those claims <br />also affected non-Indian users in the <br />Mancos Valley <br />
