But they are actually created by <br />political coalitions, and the stronger and more <br />detennined the coalition, the more likely the pro- <br />ject is to be built. <br />so the Animas-La Plata Water <br />Project is still alive., even though <br />many more justifiable projects have <br />died or been thoroughly refonned. <br />Animas-La Plata is still alive <br />because its coalition has deep roots <br />in Durango, Colo., and in the <br />smaller Colorado and New M~xico <br />communities that will share lhe <br />project's water. The project is also <br />alive because the Animas-La Plata <br />coalition is led by a hard-driving <br /> <br />political genius named Sam <br />Maynes, and because it is one of <br />the few places in the Wesl where <br />Anglos and Native Americans are <br />working toward a common goal. <br />Nevertheless, the I990s are not <br />the best of times to build a multi- <br />million dollar Rube Goldberg-1ype <br />water project, and for the first time <br />in 20 years, opponents of Animas- <br />La Plata smell blood.
