<br />TOPEKA, Kan, (AP) - Attorney
<br />General Robert Stephan asked two
<br />federal agencies Thursday to investi-
<br />gate "serious ongoing violations" by
<br />Colorado of an interstate compact
<br />governing Arkansas River water,
<br />Stephan sent letters to the Bureau
<br />of Reclamation in the U $, Depart-
<br />ment of Interior and the U ,S, ArmY
<br />Corps of Engineers in Washington in
<br />his latest effort to resolve a water
<br />dispute between Kansas and Colora-
<br />do,
<br />Kansas officials have long con-
<br />tended that Colorado is improperly
<br />storing water in the Trinidad Reser-
<br />voir in southeastern Colorado and
<br />claim it should be released into the
<br />Ar\uylSllS River for irrigation by
<br />Kaiisans,
<br />Last August, Stephan met with
<br />then Colorado Attorney General J ,D,
<br />MacFarlane in hopes they could
<br />agree to arbitrate the dispute, That
<br />effort failed,
<br />Kansas water officials say Colora-
<br />do is vio!ating a 1948 agreement be-
<br />tween ,the two states, called the Ar-
<br />kansas River Compact, which
<br />governs water flow in the river,
<br />Stephan wrote to Lt. Gen, John K,
<br />Bratton of the Corps of Engineers
<br />and asked for an investigation of
<br />Trinidad Reservoir's operations,
<br />He alsO asked Bureau of Reclama-
<br />tion Commissioner Robert N, Broad-
<br />bent to focus an investigation on
<br />claimS by Kansans about excess stor-
<br />age of water in Trinidad,
