EDT <br />Thursday, April 29, 1971 <br /> <br />RIVERS AND HARBORS BOARD RECOMMENDS THREE PROJECTS <br />AND TURNS DOWN TWO <br /> <br />'.:; <br /> <br />Washington, D, C. - The Board of Engineers for Rivers and Harbors today <br />approved proposeci projects at Prairie du Chien, Wisconsin; Panama City, <br />Florida; and the: Arkansas River above John Martin Dam in Colorado, The Board <br />, - - - - - <br />also concurred in'the unfavorable recoinmendations oCthe reporting officers on <br />projects proposed by local interests for Blackwater Bay, Florida, and Port <br />Isabel, Texas. <br /> <br />..:;......;. <br /> <br />',:-::"'" , <br />.<'~::.'F:~.: <br /> <br />The Board adopted a unique flood protection plan for Prairie du Chien, <br />Wisconsin, involving "non-structural" means only--evacuation of the flood <br />plain coupled with relocation and floodproofing measures. The total cost of <br />the project, about $2,300,000, is to be shared 80 percent Federal and 20 <br />percent non - Federal. <br /> <br />The Panama City ,Harbor project, estimated to cost $2,165,000, calls for <br />deepening the main channel and prOViding turning and maneuvering areas to <br />accommodate deep-draft shipping, The project carries a benefit-cost ratio of <br />3 . 7 to 1. <br /> <br />,.. " <br /> <br />" ' <br /> <br />The most extensive plan on the agenda was the Arkansas River proposal. <br />The Board voted to adopt a floodway project from Brewster to Florence, local <br />flood protection projects at Florence, Portland, Pueblo, and La Junta; and <br />Fountain Dam and Lake for flood control, and recreation and fish and wildlife <br />enhancement. All projects in the approved plan, estimated at $42,900,000, <br />are located in Colorado. However, the Board recommended that a $42,000,000- <br />channelization project for the Arkansas River from Pueblo to La s Animas not <br />be authorized at this time. The Board believed that a thorough restudy of <br />structural and non-structural alternatives and the environmental impacts of <br />such improvements should be made prior to authorization. <br /> <br />The Blackwater Bay project in Florida was turned down because it was <br />not considered by the Board to be economically justified on the basis of <br />existing and prospective commerce. <br /> <br />Participation by the Federal Government in a dust control plan for Long <br />Island at Port Isabel, Texas, was vetoed on the basis of not being econom- <br />'ically justified-,---- - w _u__ ~-------- --- _n_ -- - - ____~____n_' <br /> <br />(more) <br /> <br />"-..
