Graham, chief of <br />the Civil Works Dh'ision of <br />the U, S, Corps af Army En- <br />gineers to the effect that after <br />a lengthy study the Corps <br />would disapprove any change <br />in the present operating rules <br />governing John Martin Reser- <br />voir. <br />(The Corps' decision means <br />the water level will be main- <br />tained at the Conservation pool <br />level af 375,432 acre 'feet ac- <br />cording to Robert. Buchhagen, <br />resident engineer at the John. <br />Martin. <br />(Buchhagen told The Lamar- <br />Tri-State DJily News this mor- <br />ning that the conservation pool <br />was already attained and that <br />water being released repre- <br />sented that coming into the <br />reservoir from upstream.) <br />Gen. Graham, who made a <br />personal visit to Rep. Evans' <br />office, stated that the studies <br />showed that the Arkansas is a <br />most erratic stream and that <br />maintenance of any amount of <br />water above the present rules <br />might bring danger of flOOd'" <br /> <br />....-:...!.; <br /> <br />which the reservoir was con- <br />structed to avoid. <br />The study by the Carps re- <br />ferred to January, February <br />and March of 1924 when there <br />was a heavy runoff and two <br />floods in 1942, one af which <br />brought 433,000 acre feet of <br />water and another, 370,000 acre <br />feeL <br />Gen.
