DAVIS, CHAIRMAN <br /> <br />Introduction <br /> <br />The Arkansas-White-Red Basins Inter-Agency Committee (AWRBIAC) was <br /> <br />,- <br /> <br />established in 1950 to respond to the Flood Control Act of 1950 <br /> <br />providing for a comprehensive study of the Arkansas-White-Red river <br /> <br />basins. The AWRBIAC was responsible for overall guidance in the <br /> <br />study. <br /> <br />This committee completed the necessary investigations and <br /> <br />adopted a proposed plan for the development of water and land re- <br /> <br />sources of the Arkansas-White-Red River Basins in June 1955. <br /> <br />The AWRBIAC considered itself discharged after authorizing the <br /> <br />Chairman to transmit the report; however, a new chart~r, effective <br /> <br />July 1, 1955, was issued by the Federal Inter-Agency River Basin <br /> <br />Committee (FIARBC) which established a permanent AWRBIAC, <br /> <br />Since 1955 <br /> <br />only minor changes have been made in the charter, <br /> <br />Purpose <br /> <br />The objectives of the present committee are to provide in the Arkansas- <br /> <br />White-Red river basins facilities and procedures for the coordination <br /> <br />of the policies, programs, and activities of the federal agencies and <br /> <br />states in the field of water and related land resources investigations, <br /> <br />planning, construction, operation and maintenance; provide means by <br /> <br />which conflicts may be resolved; and to provide procedures for coord i- <br /> <br />nation of their interests with those of other federal, local govern- <br /> <br />mental, and private agencies in the water and related land resources <br /> <br />field. <br />
