3500

1992. As work progresses, additional public meetings will be held
in the Valley and as part of regular Board meetings, to both review
study documents and decide on which alternatives merit further
consideration.

Proaress to Date:

Although GEC received its notice to proceed on November 23, it
was decided to refrain from significant study activity in the area
until after the Ft. Lyon annual meeting in mid-December. This was
done to avoid any possibility of entangling the study in internal
company politics.

As of February 19, 1993, GEC had delivered draft reports on
the first four elements of the study. These drafts are in various
stages of review and revision and will be available for public
distribution as part of the Phase I report shortly after the
Board's April 5 meeting. The four aspects substantially completed
to date provide a large amount of data and analysis concerning:

1. Issues surrounding rural to urban water transfers in
general, and the Colorado Water Supply Co. proposal in
particular.

2. Review of demands for new water supplies which might be
satisfied by a transfer of Ft. Lyon water.

3. An engineering description of the Ft. Lyon Canal Company
system.

4. socio-economic description of the communities adjacent to,
and economically dependent on, the Ft. Lyon Canal
Company's continued existence.

6
