<br />3497 <br /> <br />The study, was divided into two phases, with Phase I presenting a <br />description of potential alternatives evaluated in the <br />specific context of the Ft. Lyon area, and Phase II developing a <br />detailed implementation plan for one or more of the alternatives. <br />After completion of Phase I a preliminary report will be presented <br />to the Board, the Ft. Lyon Canal Co., its shareholders, the Lower <br />Arkansas River Commission, and interested member of the public. <br />The most promising alternative(s) will be then chosen through <br />discussion for detailed study in Phase II. <br /> <br />The study outline was <br />parties and groups and <br />study/Request for Proposal <br /> <br />reviewed with the following interested <br />developed into the final Plan of <br />(POS/RFP) for the project: <br /> <br />1) Lower Arkansas River commission (LARC), August 12, 1992 <br />2) LARC Ft. Lyon ownership of Water, Inc (FLOW), August 26,1992 <br /> <br />confering with LARC and FLOW provided access to representatives of <br />Task Force II, as well as those people who had volunteered in <br />February 1992 to work with Governor Romer on Ft. Lyon transfer <br />issues. <br /> <br />The final POS/RFP, after approval by the Board, was used in <br />the consultant selection process as explained below.
