I would hop~ the st~dy do~s not, as I think it <br />does now, indicate a certain hopelessness for the valley <br />future as it stands, and a shopping list for places to sell <br />the water ~hile they can, If that is the case, we have <br />wasted a lot of money si(lce there was little question that <br />water could be sold to the North of the valley at some time <br />and at a good price. . <br /> <br />The u~addressed issues, in ~y humble opinion, are a <br />comprehensive look at the real. effects of destruction of a <br />water based rural economy.and the continuing transfer of <br />population to concentrated cent.era, The costs of maintaining <br />infrastucture of all kinds and government services in these <br />declining areas was lightly touched on in the report but <br />deserve far more comment and study. The costs of maintaining <br />transportation and communication$ to sparsely populated areas <br />with declining population looms .large. Both issues tend to <br />be self destructing wit~ the increasing per capita cost <br />driving people away wit~ further decline, increasing per <br />capita cost, etc.... . <br /> <br />4-- <br /> <br />Perhaps all of this overall societal effect is beyond the <br />scope of the .tudYI but in the beginning of all this, I thot <br />that the study would add~ess the site specific problems due <br />to water transfers, and m~ybe the overall effect on the state <br />in general.
