'rhe deliveries are made purusant
to Minute No. 240 of the InternationRl Boundary and Hater ComElission,
which provides for emergency deliveries for a term not to exceed
five years and which wi.ll be accounted as a portion of Mexico's
Colorado River vlater allotted by the Hater Treaty of 194.1;.. Deliveries
are scheduled to reach a maximum of 20,600 acre-feet a year.

Table 5 presents, for calendar year 1973, a summary of scheduled
orders of water from the Colorado River belovl Parker Dam, the
quantity not taken, and v.hat happened to the rejected vrater by
agencies. The California aGencies ordered but did not talce 1. 2
percent of their total orders, and the Arizona agencies did not take
5.7 percent of their total orders. This resulted in 161,579 acre-
feet being ordered bU~G not taken and 5,535 acre-feet, in addition to
operational losses, being delivered to :fuxico in excess of the
requirements of the I~xican Water Treaty.

Qoordlnated Operati?n of Colorado
hiveI' Reservoirs

The Bureau of Reclamation released its third annual report on
the operation of Colorado River reservoirs pursua.'1.t to Section 602(b)
of P.L. 90-537. The report described the actual operation of the
reservoirs during "Tater year 1973 and the projected operation for
water year 1974. This report repeats the findings of the first and
second annual reports that "the accumulation of '602(a) storage' is
not the criterion governing the release of water during the current
year." Based on that finding, no determination was made of a
numerical value for 602(a) storage, and 1971:. water year releases
from Lalm POl'lell Here set at 8.23 million acre-feet, the minimur.l
release objective specified in the Colorado River Basin Project Act
operating criteria.

Power

The production of hyd.roelectric povre1.' in Cc,lorado River Bo,sin
power plants constitutes a vital resO\,;,,-c:e to the Basin states, both
for thG energy generated and for thE' pO':ler ,'evenues received.
Tables 6, 7, and G Shotl key aspects of hydr081ectric pOHer generation
in 19730

All rese,:,voL::, but I'ontcnclle Reservoir stayed above rated head
elevation the JUghO'.lt the "Tater yearo F'ontenelle Nas lO\'Tered beloH
rated head .~o increase its capacity to capcure the sprin~ runoff,
. thereby improving the dO\'ffistream habitat for geese.
