The <br />appropriate objective of the project is the maintenance <br />of salinity at or below levels found in the lower main stem <br />as of April 1972, vmile the Upper Basin States continue <br />to develop their compact-apportioned \Vaters. <br /> <br />'The seven States concur in the Goal of compliance <br />with the adopted criteria by July 193], with the under- <br />standing that the levels of the criteria and the date <br />of compliance are to be conditioned on the degree of <br />effectuation of the Colorado River Salinity Control <br />Program and other Federal, State, and local programs <br />and the understanding that the criteria will not be used <br />to delay or inte:>:'fere "lith any S't,ate' s development of <br />its cOJlIpact-apportionPlent of the \'Iaters of the Colora.do <br />River. ' <br /> <br />"You will note from the above statement that the seven Basin <br />States have created a mechanism for interstate cooperation, >ehe <br />Colorado River Basin Salinity Control Forum, and are thus prepared <br />to develop the necessary information. The States elected Me. Lynn <br />M. Thatcher, chairman, and ~rr. Ival V. Goslin, secretary. This <br />forum involves the former conferees on water quality or their <br />succecsors and a representative from each State in the vlater resource <br />field. It is contemplated that this forum will consider not only <br />salinity problems, but will also be ready to consider all \'Jater <br />quality problems of interstate significance. <br /> <br />"The representatives \'/ho attended the first meeting of the <br />Colorado River Basin Salinity Control Forum last weel, in Denver <br />stated that: <br /> <br />,,( a) clarification is needed with respect to the reporting <br />that vTill be necessary by 1975; <br /> <br />neb) the final statement on proposed "Jater quality standarc1s <br />and plan of implementation for salinity control should be <br />consistent for all seven States of the Colora10 rriver <br />Basin; and <br /> <br />^ <br /> <br />"(c) opportunity should be provided for further direct <br />discussion between representatives of the Environmental <br />Prot8ction Ag2ncy ffiJd the Forum before the proposed <br />reg'.lJ.ations are published in the Federal Register. <br /> <br />- 22 - <br />
