The Narrows <br />project will provide water-h~sed recreation opportunities for <br />~er30ns residing in the Bijou Creek basin and alonG the lower <br />~outh Platte Piver. The Narrows project will also improve the <br />water resources along the lower South Platte River. <br /> <br />l6. SOLUTIONS CONSIDERED <br /> <br />1'- Ge~_a.l. Throughout this study, full consideration WtS <br />~iven to planning objectives set forth in Senate Document No. 97, <br />87th Conf,ress, 2d Session. Solutions for allevi~ting or mitigating <br />the 11"sin' s problems, that are com)1atible with the conce)1ts of <br />basin-wide development, are discussed in the following paragraphs. <br /> <br />b. !lo~~ntro~. Nonstructural measures considered for <br />reducing flood damages were: flood plain evacuation, zoning, <br />and flood insurance. Structural me~sures considered for the <br />elimination of flooding were: flood proofing, levees~ channel <br />improvements, diversions~ and dams. Combinations of structural <br />and nonstructural measures also were considered. <br /> <br />(l) EVRcuation, zoninf" and flood insurance. Con- <br />sideration was ~iven to evacuating the existing development from <br />flood-prone areas and to adoptine; zoning regulations to limit <br />future development within such areas. It would be possible to <br />relocate the limited number of businesses and homes in Byers and <br />Deer Trail, but this method would not be applicable for reducin~ <br />crop and transportation damages, which constitute a major portion <br />of the flood losses in the basin. Evacuation is not, therefore, <br />a nractical solution to the current flood problems. Flood plain <br />zoning would be an effective method to limit future flood damages <br />in Byers and Deer Trail. Urban flood damages in the Bijou Creek <br />basin and along the lower South Platte River are only 3 percent <br />and ~~ percent, respectively, of the total flood damage in both <br />areas. Flood insurance, therefore, would not be an effective <br />~ethcd of reducing total flood damages. <br /> <br />(2) Flood proofing. Nonurban damages account for a <br />r.1a<ior portion of the total flood darnages in the Bi.lou Creek <br />basin and along the lower South Platte River, thus, flood proof- <br />inf\ Hould not result in a significltnt reduction in total flood <br />damages.
