(1. The e.nalysis sho,m in table -9- indicates that reservoirs
"t t~le East Bijou Creek site and West Bijou Creek site B would
have (1 reasonable chance of economic justifica.tion at a 5.375
perce~t interest rate. Under a 7 percent interest rate, only the
res,=rvoir at the West Bijou Creek, site B would be economically
feasible. The analysis also indicates that none of the reservoi:rs
\wul:l be economically feasible W'ithout the Narro'W"s Reservoir in
oper0.tiono All of tl1e reservoirs would produce hir;her benefits
\o:it~. the I'Inrro'Ws in oJ1eration than rlithout. This conrlition is
parti"ll;.' attributable to the ch:J.r!lcteristics of the discharc;e-
clanflfC" relationships alonr, the lo"'~r South Platte River. However.
the main reason for the increased benefits ;rith the tTnrro;rs
?cservoir in operation is due to the increased productivity of
flood ~lain lands, which would result from more intensive irrigation,
changed land use, and less frequent flooding.

e. Since reservoirs at West Bijou Creek site R and the East
Bijou Creek site would be economically feasible and marv, inally
feasible at a 5.375 percent interest rate, respectively,
conlbinations of these reservoirs was considered. Construction
of reservoirs at the Agate site and !1iddle Bijou Creek site A
and Site B would reduce the cost of a reservoir at the East Bijou
Creek site. In view of the lo;rer cost at Middle Bijou Creek site
^ than at site B, site A was selected for further consideration.
Figure _~ illustre.tes the benefits, costs and benefit-cost
ratio for combinationp of reservoirs usinr, a 3.250, a 5.375, find a
7 percent interest rate. For the analysis, it was assumed that
a reservoir at West Bijou Creek site B was in operation and that
the other reservoirs or system of reservoirs' were incremental to
the West Bijou Creek dam and reservoir.

i

f. Con~truction of the potential East. 'Bijou Creek dBlll and
reservoir in combination with the West Bijou Creek dam and
reservoir would be economically infeasible for discount rates in
exces~ of about 4.875 percent. Constructio9 of the East Bijou
Creek and Agate dams IU1d reservoir would be 'economically infeasible
for discount rates in'excess of about 3.25 percent.

g. Diversion. Preliminary studies ind,:lcated that diversion
of Bijou Creek flows into the authorized Nsrrows Reservoir, would
provide a significant 'reduction in flood damage along the lower
South Platte River. Optimization studies were made to determine
the level of diversion at which the maximum net benefits over costs
would occur. Economic benefits and costs for various design
discharge ranging up to the standard project flood were developed.
Hydrologic studies determined that the flood control storage
!,lanned for the Narrows Reservoir would be adequate to control

27
