Authorization for Report <br /> <br />..... <br />.." <br /><..c <br />0) <br /> <br />This is the Eleventh Biennial Progress Report on Quality of Water in <br />the Colorado River Basin. The directive for preparing this report IS <br />contained in four separate public laws culminating in the Colorado River <br />Basin Salinity Control Act, Public Law 93-320, Title II, Section 206, <br />which states: <br /> <br />. <br /> <br />"Commencing on January 1,1975, and every 2 years thereafter, <br />the Secretary shall submit, simultaneously, to the President, <br />the Congress, and the Advisory Council created in Section <br />204(a) of this Title, a report on the Colorado River Salinity <br />Control Program authorized by this title covering the progress <br />of investigations, planning, and construction of salinity <br />control units for the previous fiscal year, the effectiveness <br />of such units, anticipated work needed to be accomplished in <br />the future to meet the objectives of this tit I!:!, with emphasis <br />on the needs during the 5 years immediately following the date <br />of each report, and any special problems that may be impeding <br />progress in attaining an effective salinity control program. <br />Said report may be included in the biennial report on the <br />quality of water of the Colorado River Basin prepared by <br />the Secretary pursuant to section 15 of the Colorado River <br />Storage Project Act 00 Stat. Ill; 43 U.S.C. 602n), section 15 <br />of the Navajo Indian Irrigation Project, and the initial stage <br />of the San Juan-Chama Project Act 06 Stat. 102), and section <br />6 of the Fryingpan-Arkansas Project Act (76 Stat. 393)." <br /> <br />Public La.... 87-483 states: <br /> <br />"The Secretary of the Interior is directed to continue his <br />studies of the qual ity of ....ater of the Colorado River system, <br />to appraise its suitabilitv for municipal, domestic, and <br />industrial use and for irrigation in the various areas in the <br />United States in l.I/1ich it is used or proposed to be used, to <br />estimate the effect of additional developments involving its <br />storage and use (whether heretofore authorized or contemplated <br />for authorization) on the remaining .'ater available for use in <br />the United States, to study all possible means of improving the <br />quality of such water and of alleviating the ill effects of <br />water of poor quality, and to report the results of his studies <br />and est imates to the Eighty-seventh Congress and everv 2 years <br />thereafter," <br /> <br />. <br /> <br />Nothing in this report <br />Colorado River Compact (45 <br />Compact (63 Stat. 31), the <br />States (Treaty Series 99L.; <br />Supreme Court of the l'nited <br /> <br />is intended to interpret the proviSion of the <br />Stat, 1057), the Upper Colorado River Basin <br />....ater Treaty of 1944 \With the United ~exican <br />59 Stat. 1219), the decree entered by the <br />States in Arizona vs. California, et aI, <br />
