1\:)
w
Xl
,:!)

.

.

Rio Grande, there will always be surpluses which will flow in
the beds of said rivers but these surpluses cannot be used in
irrigation due to their eminently irregular regimen in present
years and much less in future years. The only solution for
using them would be to regulate them by a storage dam and we
must remember that at the beginning of this exposition we said
that in Mexico there is not the slightest possibility of stor-
ing the surplus water of the Colorado River, a possibility
which exists for the surplus waters that flow in the Rio
Grande.

For this and many other reasons we who know the problem
of Mexicali Valley in its painful reality have always been
convinced that there was no other solution than that which
a treaty gives which guarantees water from the Colorado River
for irrigation of its lands.

The Treaty, which is under your consideration, resolves
this problem. Its article lO reads:

From the water of the Colorado River, whatever their
source, there are assigned to Mexico:

(al A guaranteed volume of l,8S0,234,OOO cubic meters
(l,SOO,OOO acre-feet) each year, which will be
delivered in accordance with the dispositions
of article lS of this Treaty.

(b) Any other volumes which reach the Mexican points of
diversion; with the understanding that, when in
the judgment of the United States section, in any
year there is water in the Colorado River in excess
of that necessary to supply the consumptions in the
U~ed States and the volume guaranteed annually to
Mexico of l,8S0,234,OOO cubic meters (1,500,000
acre-feet), the United states is obliged to deliver
to Mexico, in accordance with the terms of article
lS of this Treaty, additional amount of water from
the Colorado River system up to a total volume not
in excess of 2,096,93l,OOO cubic meters (l,700,OOO
acre-feet) annually. Mexico will not acquire any
right, other than that which this clause confers,
to the use of the waters of the Colorado River
system for any purpose, in excess of l,8S0,234,000
cubic meters (l,SOO,OOO acre-feet) annually.

-s

Information Bulletin #l8

-l2-

January l2, 1962

,I
'~
~"'-{",,:_,i,i
",. -'
.'W,;
