<br />1\:) <br />w <br />Xl <br />,:!) <br /> <br />. <br /> <br />. <br /> <br />Rio Grande, there will always be surpluses which will flow in <br />the beds of said rivers but these surpluses cannot be used in <br />irrigation due to their eminently irregular regimen in present <br />years and much less in future years. The only solution for <br />using them would be to regulate them by a storage dam and we <br />must remember that at the beginning of this exposition we said <br />that in Mexico there is not the slightest possibility of stor- <br />ing the surplus water of the Colorado River, a possibility <br />which exists for the surplus waters that flow in the Rio <br />Grande. <br /> <br />For this and many other reasons we who know the problem <br />of Mexicali Valley in its painful reality have always been <br />convinced that there was no other solution than that which <br />a treaty gives which guarantees water from the Colorado River <br />for irrigation of its lands. <br /> <br />The Treaty, which is under your consideration, resolves <br />this problem. Its article lO reads: <br /> <br />From the water of the Colorado River, whatever their <br />source, there are assigned to Mexico: <br /> <br />(al A guaranteed volume of l,8S0,234,OOO cubic meters <br />(l,SOO,OOO acre-feet) each year, which will be <br />delivered in accordance with the dispositions <br />of article lS of this Treaty. <br /> <br />(b) Any other volumes which reach the Mexican points of <br />diversion; with the understanding that, when in <br />the judgment of the United States section, in any <br />year there is water in the Colorado River in excess <br />of that necessary to supply the consumptions in the <br />U~ed States and the volume guaranteed annually to <br />Mexico of l,8S0,234,OOO cubic meters (1,500,000 <br />acre-feet), the United states is obliged to deliver <br />to Mexico, in accordance with the terms of article <br />lS of this Treaty, additional amount of water from <br />the Colorado River system up to a total volume not <br />in excess of 2,096,93l,OOO cubic meters (l,700,OOO <br />acre-feet) annually.
