West before Board of Directors of Colorad.9, <br />Water Users Association in Las Vegas, Nevada - Januarv 5, <br />1962. <br /> <br />"Colorado River Operations in Lower Basin <br /> <br />Lake Mead and Hoover Dam are operated pursuant to provisions <br />of the Boulder Canyon Project Act, which states that Hoover <br />Dam and the reservoir which it creates shall be used for the <br />following purposes, and I quote part of Section 6: 'First, fbr <br />river regulation, improvement of navigation, and flood controlr <br />second, for irrigation and domestic uses and satisfaction of <br />present perfected rights . . .; and third, for power I . That <br />Act and the power and water contracts written under itspro- <br />visions and other Reclamation Acts are the instruments which <br />outline the operating procedures under which The Bureau of <br />Reclamation, under the Secretary of the Interior, operates <br />Hoover Dam and the other Colorado River structures downstream <br />from Hoover Dam. <br /> <br />It is encumbent upon me as representative of the secretary to <br />hold my staff responsible for estimating, to the closest prac- <br />tical extent, the inflow to Lake Mead and to determine how <br />much water can be safely released during the operating year. <br />The collection of data for these estimates must begin immed- <br />iately after the start of the water year on October 1 and by <br />January we are required to be safe in a prediction as to whether <br />or not the Mexican Government can be permitted to schedule be- <br />yond the Iilasic 1.5 maf set forth in the Treaty of 1944. <br /> <br /> <br />As reports of snow and rainfall continue to be received the <br />expected seasonal flow in the river above Lake Mead can be <br />gradually predicted more accurately.
