For the 1973 through 1980 period of record, the <br /> <br /> <br />New Mexico share of Enterprise Ditch diversions averaged about 69 percent <br /> <br /> <br />of the Enterprise-Colorado diversions and total diversions through the Pioneer <br /> <br /> <br />Ditch averaged 2.l I percent of the Enterprise-Colorado diversions. These percent- <br /> <br /> <br />ages were applied to provide estimates of the missing diversion records. Summa- <br /> <br />ries of the diversion records and estimates for the missing data are presented <br /> <br /> <br />in Appendix B. <br /> <br />. <br /> <br />. <br /> <br />Mormon Reservoir <br /> <br />. <br /> <br />Mormon Reservoir on Hay Gulch is owned by the Red Mesa-Ward Reservoir <br /> <br /> <br />Company and is used for storage of supplemental irrigation water. The reservoir <br /> <br /> <br />has a decreed capacity of 1,176 acre-feet, but the actual capacity is approxi- <br /> <br /> <br />mately 1,000 acre-feet according to the Water Commissioner. Early spring <br /> <br /> <br />runoff in Hay Gulch is used as the main source of water for filling the reservoir. <br /> <br /> <br />Additional water is occasionally diverted from the La Plata River through the <br /> <br /> <br />Red Mesa-Ward Reservoir Inlet Canal with a capacity of about 100 cfs. Reser- <br /> <br /> <br />voir releases are used to supplement the irrigation supply for the Old Indian, <br /> <br /> <br />Joseph Freed, Revival, and Warren Vosburgh ditches. Incomplete storage content <br /> <br /> <br />records have been maintained by the Water Commissioner, as summarized in <br /> <br /> <br />Appendix B. The Water Commissioner has kept complete records of reservoir <br /> <br /> <br />deliveries to the irrigation ditches, also summarized in Appendix B. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />La Plata River Compact <br /> <br /> <br />The La Plata River Compact, enacted in 1922, is an interstate agreement <br /> <br /> <br />between Colorado and New Mexico concerning the use and distribution of waters <br /> <br /> <br />of the La Plata River. The compact includes the following basic provisions: <br /> <br />. <br /> <br />I. At all times between the first day of December and the fifteenth <br /> <br /> <br />day of the succeeding February, each State shall have the unrestricted right <br /> <br /> <br />to use of all water which may flow within its boundaries. <br /> <br />. <br /> <br />2.
