<br />OJ3J22 <br /> <br />FINDING 21 - NSIP AND THE NATIONAL NETWORK SHOULD UNDERGO ANOTHER ANALYSIS <br />OF GOALS, PURPOSES AND ACHIEVEMENT <br /> <br />The timeframe to build a national network will take years: estimates offered at the regional <br />workshops ranged from 5-10 years, assuming adequate funding is provided to build the network. <br />Given the shift in national priorities in autumn 2001, funding is not likely to grow substantially in <br />the short term. Furthermore, the goals and purposes intended to be served by a national gaging <br />network will undergo evolution themselves. Ten years ago, the concept ofTMDLs did not have the <br />significance in water quality that it currently exhibits, Therefore, adjustments in goals and by <br />extension, the resulting network have to be anticipated for the future, Therefore, steady growth in <br />the network should be encouraged and supported, but not beyond the ability of cooperators to build <br />up corresponding funds to support the growth. In the face of these considerations, a reasonable <br />expectation of this strategy would be to build the network over the next ten years, then conduct <br />another network analysis to assess the degree which NSIP and Co-Op needs have been addressed, <br />Results from the analysis should be used to direct a follow-up strategy for the national streamgaging <br />network through 2020, <br />
