Harmony and unity among <br />all water users. \ <br />5. Development of a sound un- <br />ierwater code, <br />6. Revision of irrigation laws <br />\ to bring them up to date. <br />The board mapped plans for <br />forming several committees to <br />handle key .,problems. The first <br />one organized was a municipal <br />1 committee, headed by Guy Palm- \ <br />\ es of Fort Collins.
