Here the specified coating was <br />applied, inside and outside, and cured. These operations covered <br />a minimum period of abont 15 days, after which the pipe was <br />trucked directiy to the iine, and using a crawler-type crane with <br />50-foot boom, was laid in the trench, ready for welding. Laying <br />was done on the day shift only. From 18 to 24 sections were laid <br />daily throughout most of this job, with a maximnm on one day of <br />33. Arc welding of joints, by certified welders working in pairs, <br />one inside and one outside. followed as closely behind the laying <br />operations as possible. At no time was welding done simultaneously <br />on the inside and ontside of the same joint. After welding, every <br />joint was tested with a liqnid soap solution pumped into the lapped <br />space between the inside and ontside weids under a pressure of <br />about 80 pounds per square inch. When all welding and testing <br />had been completed the joints were cleaned, enameled, if required. <br />and gunited to make all coating continnous on both inside and <br />outside surfaces. <br />During the backfilling of the trench the pipe was filled with <br />water between temporary steel bulkheads welded in place at about <br />I,OOO-foot intervals and a pressure of 50 pounds per square inch <br />applied. The backfill was placed carefully without injury to the <br />pipe and jetted for thorough compaction. In private right of way <br />the original gronnd surface was restored, and in public streets the <br />paving was replaced in accord with city or county requirements. <br />The final tests prior to acceptance of the work showed a leakage <br />well within the specified iimits. All construction of pipe lines, <br />including necessary iateral turnont, relief valve, pressure-regulating <br />valve, blowoff valve, manhole, and other structures was completed <br />on October 31, 1939. <br />The third contract for the laterals to Long Beach, Torrance, and <br />Compton, scheduies 2l,SC, 27SC, and 28SC, respectively, was <br />awarded December 30, 1938 to Western Pipe and Steel Company, of <br />Los Angeles, on its low bid for welded steel pipe with spun-mortar <br />lining and gunite exterior coating. Except for the diameters these <br />pipe lines are identicai with the Palos Verdes feeder, of which <br />they are branches. <br />The general contractor fabricated all steel pipe and specials and <br />did the field welding of all joints. The hauling and coating of the <br />pipe were subcontracted to Macco Construction Company, which <br />
