'" <br />J..v'~ J <br /> <br />LETTER OF TRANSMITTAL <br /> <br />Los Angeles, California, <br />December 15, 1941 <br /> <br />BOARD OF DIRECTORS, <br />THE METROPOLITAN WATER DISTRICT <br />OF SOUTHERN CALIFORNIA <br /> <br />Gentlemen: <br /> <br />~ <br /> <br />There is transmitted herewith the report of The Metropolitan <br />Water District of Southern California for the fiscal year ending <br />June 30, 1941. This report of construction and other activities <br />continues the record of District operations given in thi! History and <br />First Annual Report for the period ending June 30, 1938, and in <br />the Second Annual Report for the two-year period ending June 30, <br />1940. <br />On the afternoon of July 22, 1941, Frank Elwin Weymouth, gen- <br />eral manager and chief engineer during the period covered by this <br />report, suddenly passed away. His passing occurred only a few <br />days before he was to relinquish the duties of his office and become, <br />by Board appointment, consulting engineer to the District. <br />Under Mr. Weymouth's outstanding leadership, the planning, <br />financing, and virtually the entire construction, involved in the <br />initial development of the Colorado River Aqueduct, were success- <br />fully and economically concluded. <br /> <br />Very truly yours, <br /> <br />,. <br />I <br /> <br />JULIAN HINDS, <br />General Mnnager and Chief Engineer <br /> <br />I <br />I <br />I <br />
