Of this length 82 miles are <br />constructed in public streets and highways, the remaining 33 miles <br />being in privately owned land. Easements have been purchased at <br />reasonable prices, except in a small number of cases, in which' <br />condemnation proceedings have been necessary. Where claims arose <br />for damages to crops and improvements dne to pipe iine construc- <br />tion operations, satisfactory settlements were made. <br />On the permanent telephone line, portions of the right of way <br />formerly held under iease during the aqueduct construction period, <br />were acquired. Extensive areas of public lands, together with some <br />small private holdings, have been purchased below main aqueduct <br />wasteways, where flooding might occur with discharge of consider- <br />able quantities of water from the aqueduct. <br />The District's nonoperative properties are in charge of the right <br />of way division which has negotiated ail sales and leases, collected <br />all cash and crop rentals, and operated the citrus grove in which <br />the softening and filtration phmt is situated. <br /> <br />Medical, Surgical, and Hos1Jital Services <br />The employees' medical fund continued to provide medicai sen'- <br />ices to ail employees who are contributing members. Membership <br />is optional in Los Angeles and vicinity, but compulsory for field <br />forces in remote areas. <br />While none of the contractors on District construction has found <br />it necessary during this period to maintain camps for the workmen, <br />the specifications have continued to require adequate medicai, sur- <br />gical, and hospital care for employees. This service has been pro- <br />vided by arrangement with licensed practitioners and established <br />hospitais in communities near the work. <br />At San Jacinto tunnel the District medical unit, in charge of a <br />doctor and male nurse, continued to function in the south wing of <br />the Banning headquarters office until December 31, 1939, when <br />the station was closed and its equipment appraised preparatory <br />to sale. Since that date all medical cases in the Banning area have <br />been attended by a iocal physician. A first-aid station was main- <br />tained at Gene camp until June 7, 1940, when it was moved to <br />Iron Mountain camp to provide medicai and surgical aid to em- <br />ployees at District camps and along the main aqueduct. Patients <br />requiring hospitalization have been brought to Los Angeles since <br />the closing of the District hospital at Berdoo in October 1936. <br />A medical office and clinic have been operated in the Los Angeies <br />headquarters building, to examine applicants for employment and <br /> <br />'" <br />
