<br />r-" <br />t.., <br />a <br />--.J <br /> <br />MONITORING AND EVALUATION ANNUAL REPORT 1.995 <br />COLORADO RIVER SALINITY CONTROL PROGRAM <br />LOWER GUNNISON, COLORADO UNIT <br /> <br />I. <br /> <br />INTRODUCTION <br /> <br />1. <br /> <br />Overview and Methodology <br /> <br />Monitoring and Evaluation (M&E) is an integral part of <br />all Natural Resources Conservation service (NRCS) <br />planning activities. The need for M&E in the Colorado <br />River salinity Control Program (CRSCP) is mandated and <br />specifically funded. It is required that monitoring <br />address hydrosalinity, economics and wildlife effects. <br />Program success is measured through both hydrosalinity <br />M&E (information collected to quantify salt reduction <br />from irrigation system improvements and from irrigation <br />water management) and wildlife M&E (information gathered <br />to measure achievement of voluntary replacement of <br />wildlife habitat). It must also be determined that the <br />salt load reduction is accomplished in a cost effective <br />manner and that sufficient on-farm benefits are received <br />to offset on-farm costs. <br /> <br />Guidelines for M&E activities and report preparation are <br />found in the Framework Plan for Monitorinq and Evaluatinq <br />the Colorado River Salinitv Control Proaram. Included <br />therein is an outline which offers a means fo~ <br />consistency regarding data collection among all the CRSC <br />Project Units. <br /> <br />Preparation of the Annual Reports is directed by the <br />Monitorina and Evaluation Report Format and Guidelines. <br /> <br />Further detail (for the activities in this Unit) is found <br />in the Monitorinq and Evaluation Plan for the Lower <br />Gunnison. A portion of the <br />drainage area for the Gunnison River and for the <br />Uncompahgre River (a tributary) are included in this Unit <br />and monitoring activities are distributed herein (Figure <br />1.) . <br />The monitoring and evaluation program for this unit, was <br />established in August 1989. <br /> <br />J. <br />
