IV. ECONOMIC MONITORING AND EVALUATION

tv
t~ 1. setting & Methodology
r-:.
-J Cost of contract data was collected on 176 Salinity Planning
Worksheets(SPW). The SPW collection has been for all contracts since
1992. Due to workload and need for database maintenance, future
collection will be on fifty percent of the contracts. Detailed
economic information was collected from producers that expressed an
interest in a more in depth evaluation of effects from installing
improved irrigation systems.' '

The average size of farms in contracts is 1.54 acres. Major crops in
the area include: alfalfa, pasture grass, apples, and corn. stock
reported are up to 800 head of beef with an average of 99 on 44
places and 3500 head of sheep with an average of 569 on 11. places.

2. Changes in Agricultural Production Items

A summary of benchmark and treatment effects for plans included in
the economic database as collected is presented below in table 8.

Table 8 - Benchmark and Treatment Effects of Salinity Control Practices
,
Benchmark Treatment
Grouo del1verv systems
System type unlined ditch underground pipe
Average Number of units served 4.85 # 4.85 #
Average System length 5,657 ft 5,1.97 ft
Labor per contract 30 hrs 90+ % reduction
Farm deliverv systems
System type unlined ditch underground pipe
or lined ditch
Average System length 5,093 ft 4,779 ft
Labor per contract 43 hrs 7 hrs
Field aoolication systems oer acre
system type unlined ditch buried pipe &
gated pipe or
sideroll
Non Machine Labor for Operation
and Maintenance of system 1.6 hrs/acre 7 hrs/acre

Table 9 shows the average total and annual cost for the installation
of an improved irrigation system (total, government cost share, and
producer costs), operation and maintenance costs and cost per ton of
salt saved for on-farm systems based on planned contract data.
