<br />...... <br />W <br />...J <br />~, <br /> <br />Program Coordination <br /> <br />Federal and State coordination is critical for <br />effective implementation of the salinity control <br />program. Program coordination among the <br />U.S. Department of Agriculture (USDA), the <br />Bureau of Reclamation (Reclamation), and the <br />Bureau of Land Management (BLM) occurs <br />through agency interaction at the field level and <br />through the USDA, Reclamation, and BLM <br />salinity control coordinators. Several <br />committees coordinate actions among <br />participating Federal and State interests. <br /> <br />Interagency Salinity Control <br />Coordinating Committee <br /> <br />The Interagency Salinity Control Coordinating <br />Committee (ISCCC) facilitates communication <br />about salinity control program issues among <br />Federal agencies. The ISCCC met twice in 1991 <br />to address Federal interagency policy issues. <br /> <br />Technical Policy Coordinating <br />Committee <br /> <br />Technical coordination among agencies is <br />accomplished through the Technical Policy <br />Coordinating Committee (TPCC). The TPCC <br />was formed to improve the coordination of <br />salinity control investigations and the <br />construction of salinity control units. In <br />addition to Reclamation, BLM, and the USDA <br />Soil Conservation Service (SCS), representatives <br />from the Fish and Wildlife Service (FWS), <br />Geological Survey (USGS), Environmental <br />Protection Agency (EPA), and the Forum <br />participate in TPCC meetings. The TPCC met <br />in 1991; several committee subgroups also met <br />several times to address specific issues. <br /> <br />SCS, EPA, and FWS held several meetings to <br />address wetlands issues. Utah SCS and EPA <br /> <br />met to discuss the Price-San Rafael Rivers Unit <br />and Uinta Basin Expansion Environmental <br />Impact Statements (EIS). Various agencies also <br />met to discuss updating the salinity detriments <br />study. <br /> <br />USDA Salinity Control <br />Coordinating Committee <br /> <br />The USDA Salinity Control Coordinating <br />Committee is responsible for coordinating USDA <br />program activities at the national level. This <br />committee is comprised of representatives from <br />the Agricultural Stabilization and Conservation <br />Service, the Extension Service (ES), and the <br />SCS. Reclamation, BLM, and EP A also <br />participate in committee meetings. <br /> <br />This committee met regularly in 1991 and took <br />action on a number of policies, procedures, and <br />fund management issues to ensure effective <br />coordination of USDA agency activities. <br /> <br />Colorado River Basin Salinity <br />Control Forum <br /> <br />The Colorado River Basin Salinity Control <br />Forum was established in 1973 to foster <br />interstate cooperation and to develop water <br />quality standards for salinity. The Forum is <br />comprised of up to three representatives from <br />each of the seven Colorado River Basin States. <br />Federal agencies are represented on the <br />Colorado River Basin Salinity Control Forum <br />Work Group and serve as advisors to the Forum. <br /> <br />The Forum met in Salt Lake City, Utah, on <br />May 15, 1991, and in Yuma, Arizona, on <br />November 8, 1991. The Forum Work Group met <br />five times in 1991. <br /> <br />5 <br />
